Claim: PIA was just “privatised.” So why is Pakistan’s Finance Minister negotiating a US EXIM loan to buy Boeing 787s for it? If this were a real private airline, fleet expansion would be a commercial decision for the new owners — funded by their capital or market borrowing. Instead, a government minister is arranging sovereign-linked financing for a company that is supposedly no longer state-owned. Look at who actually took control. The winning consortium is not some arms-length private buyer. Fauji Fertiliser, part of the army-linked Fauji Foundation network, holds about 34% — almost as much as Arif Habib’s Fatima Fertiliser. A retired lieutenant general from Fauji Foundation was made chairman. So the state may have sold the shares, but the establishment never left the cockpit. That is the red flag. If the government negotiates — and likely backstops — an EXIM loan, the owners get the aircraft while the public may still carry the risk. US EXIM financing usually needs strong credit or a sovereign guarantee. If the new owners cannot raise commercial finance themselves, this “privatisation” did not transfer real capacity to operate independently. Privatisation was sold as taking the burden off taxpayers. If the Finance Minister is still arranging the fleet, the burden has not shifted. It has been repackaged. Taxpayers remain on the hook if the airline defaults. The buyer was also required to induct new aircraft. If the state now has to step in and arrange the purchase, that looks less like contract enforcement and more like covering for the buyer — while a military-linked shareholder sits inside the deal. So who benefits? A private-military consortium gets long-haul assets with state-backed financing. The public keeps the downside. Field Marshal Asim Munir’s ecosystem keeps influence over the national carrier. A privatised airline whose planes are being financed through a sovereign-negotiated EXIM loan, and whose largest partners include Fauji, is not a clean transfer to the private sector. It looks like risk for the state, reward for connected owners, and continued establishment control. The loan terms, any guarantee, the Fauji stake, and why the buyer is not financing this independently all deserve public scrutiny.
